The Legislative Council of Ibadan North-East Local Government in Oyo State has formally recommended the removal of Executive Chairman Hon. Ibrahim Akinsola Akintayo, citing “gross misconduct” and breaches of the Oyo State Local Government System Law, 2001.
The recommendation, conveyed in a letter dated September 8, 2026, addressed to the Speaker of the Oyo State House of Assembly, Him Adebo Ogundoyin. The. Verge gathered that the council’s resolution was passed at the local government’s legislative house in Iwo Road, on Tuesday.
Legal basis and oversight dispute
The Council invoked Section 21 of the 2001 Local Government System Law, which they say empowers the appropriate authority to act on grounds of gross misconduct and statutory violations. They allege repeated disregard for the council’s oversight role, including failure to comply with summons—citing Section 42(4), which allows the council to summon persons to explain matters affecting the local government. According to the letter, the chairman ignored more than six invitations, which the council treats as a violation amounting to gross misconduct.
Market concessions and asset deals under scrutiny
The council accused Akintayo of pushing through major property and market transactions without legislative or supervisory approval. Key examples include the alleged concession of Orisa Market, Agodi-Gate, to a developer for conversion into an ultra-modern shopping complex without council involvement or a formal memorandum of understanding.
The lawmakers further claimed that occupants have not paid application fees, premiums, ground rent or service charges, and that the Director of Estate and Valuation was instructed by the chairman to halt further action after the council intervened.
Similarly, the Council raised concerns over the TINKA Shopping Complex along Ola Sheu, Old Ife Road, saying the process was undertaken without the Legislative Council’s input.
According to the lawmakers, the developer carried out only limited structural work on the old shops, yet the project was presented as a conversion into an ultra-modern complex, with shops allegedly resold to occupants at ₦7 million each.
The council further alleged the former Orita Aperin dump site was leased for a substantial sum that was not remitted into the local government’s authorised account, among other allegations.
Formal call for removal
Twelve councillors signed the recommendation, including Leader Igbalajobi Adekola AbdulMajeed, Deputy Leader Ismail Oyelakin, Majority Leader Arulogun Dolapo Abbas, and Chief Whip Hammed Sulaimon Bayonle, alongside ward representatives. They urge the Oyo State House of Assembly to effect Akintayo’s immediate removal as executive chairman.
