Twelve of the 14 supervisory councillors serving in Ibadan North-East Local Government Area of Oyo State have petitioned the Oyo State House of Assembly, demanding an investigation into the administration of the Executive Chairman, Hon. Ibrahim Akintayo.
The petition, signed by members of the Ibadan North-East Supervisory Councillors’ Forum, was addressed to the Speaker of the Oyo State House of Assembly and submitted at the Assembly complex in Ibadan.

The development sparks a fresh escalation of the crisis within the local government administration, where the chairman has faced growing opposition from members of the legislative council.
The supervisors, in their petition, titled “Illegal Running of the Administration of the Ibadan North-East Local Government Council by the Executive Chairman, Hon. Ibrahim Akinsola Akintayo, and Failure to Carry the Supervisory Councillors Along in the Administration of the Local Government Council in Violation of the Provisions of the Oyo State Local Government System Law, 2001,” accused the chairman of sidelining them in the administration and financial affairs of the council.
Supervisors Cite Local Government Law
The petitioners relied on Section 19(3) of the Oyo State Local Government System Law, 2001, which requires the chairman to hold regular meetings with the vice-chairman, supervisory councillors and other councillors.
According to the petition, such meetings are intended to determine the general direction of local government policies, coordinate council activities and facilitate the discharge of executive functions.
The supervisors further alleged that the chairman held only six meetings with them throughout 2025 and two meetings in 2026 before the petition was submitted.
They argued that the alleged failure to convene regular meetings had weakened coordination, excluded elected officials from decision-making and undermined the effective administration of the local government.
The Forum also cited Section 45 of the law, which, according to them, requires withdrawals from local government funds to be authorised by the council acting under its legislative powers and after the advice of the Finance and General Purposes Committee.
According to the petition, funds had been withdrawn and projects executed without the required approvals and statutory advice. They consequently asked the Assembly to examine the council’s financial records and determine whether due process was followed.
Impeachment Recommendation
The supervisors also cited last week’s recommendation by the Ibadan North East Legislative Council calling for the chairman’s impeachment over alleged misconduct, financial irregularities and failure to comply with the provisions of the Oyo State Local Government System Law, 2001.
The petitioners urged the House of Assembly to consider the recommendation and invite the chairman to respond to the allegations.
The supervisors, therefore, enjoined the Assembly to investigate claims that the Legislative Council had been prevented from performing its statutory duties.
They, however, alleged that individuals described as hoodlums were sponsored to obstruct the council’s activities and prevent members from deliberating on matters affecting the local government. The Forum said the allegation should be referred to the appropriate security and investigative authorities.
Market Concessions Under Scrutiny
A major part of the petition concerned the alleged concession of Orisa Market in the Agodi-Gate area of Ibadan.
The supervisors alleged that the chairman approved the concession of the market to a developer for conversion into an ultra-modern shopping complex without involving, or obtaining approval from, the Supervisory Councillors and the Legislative Council.
They also claimed that the Finance and General Purposes Committee was not consulted and that no concrete agreement or Memorandum of Understanding existed between the local government and the developer.
The petitioners called for an investigation into the arrangement, including alleged unpaid application-form fees, premiums, ground rents and service charges connected with the market.
They also questioned the alleged concession of TINKA Shopping Complex along Ola Sheu/Old Ife Road.
According to the supervisors, the developer removed the roofs of existing shops, added blocks and re-roofed the structures before the facility was presented as an ultra-modern shopping complex.
They alleged that the shops were subsequently resold to occupants for approximately ₦7 million each, describing the arrangement as excessive and demanding a thorough investigation into the transaction.
Projects and Expenditure
The supervisors also called for an investigation into the renovation and refurbishment of the chairman’s office, alleging that the project was undertaken without the authorisation of the Legislative Council or the advice of the Finance and General Purposes Committee.
They asked the Assembly to examine the project’s approval process, expenditure, procurement arrangements and actual scope of work.
The Forum further accused the chairman of mismanaging council funds and running the local government as though it were a personal business.
It alleged that funds had been spent on projects considered non-viable, while other projects that could have benefited residents had been abandoned.
Among the projects mentioned were the cassava-processing factory located within the local government secretariat, which the petitioners said had become moribund, and a public toilet at Oranyan, which they alleged had been abandoned despite its potential benefits to residents.
The supervisors questioned the construction of an Operation Burst office at Adekile. They alleged that existing classrooms were converted into the facility after limited refurbishment and demanded an investigation into the amount spent, the approval process, procurement procedures and the actual work carried out.
Call for Assembly’s Intervention
The Supervisory Councillors urged the Oyo State House of Assembly to invite the chairman and investigate all the allegations contained in their petition.
They asked the Assembly to impose appropriate sanctions if the chairman was found culpable and to ensure compliance with the statutory framework governing local government administration in the state.
The petition was signed by 12 supervisory councillors, including Adetula Bukola Michael, Fajembola Bunmi Kunle, Ibrahim Jinadu, Kabiru Ogboriefon, Okunola Abeeb, Amos Bukola Ajani, Oj ediran Kolawole, Aderibigbe Quasim Adebisi, Onigbinde Taiwo, Bashiru Azeez Olansile, Oyejide Busayo and Dunni Ajoke Williams.
The supervisors noted that their action was intended to promote accountability, transparency and due process in the management of the local government.
The allegations remain unproven pending investigation by the appropriate authorities. The Executive Chairman, Hon. Ibrahim Akinsola Akintayo, retains the right to respond to the allegations and the impeachment recommendation.
