Ibadan North-East Lawmakers Dismiss Workers’ Rally, Insists Recommendation For Chairman’s Removal Stands

* Akintayo may appear before Oyo assembly Thursday

The Legislative Council of Ibadan North-East Local Government has doubled down on its recommendation for the removal of Executive Chairman Hon. Ibrahim  Akintayo, dismissing a solidarity rally by council staff and the Nigeria Union of Local Government Employees (NULGE) as irrelevant to the statutory oversight process.

Indication have also emerged that the Oyo State House of Assembly Committee on Local Government has summoned the chairman. The Verge gathered that Akintayo may appear before the committee on Thursday, 10th September.

In a strongly worded rejoinder issued on Wednesday, the Legislative Council, led by Leader Igbalajobi Adekola AbdulMajeed, urged NULGE and council employees to “stay clear” of what it termed an institutional disagreement between the Executive and Legislative arms.

The lawmakers stressed that the removal recommendation passed on Tuesday, September 8, 2026, was rooted in alleged breaches of the Oyo State Local Government System Law, 2001, including gross misconduct, mismanagement of public funds, and failure to honour legislative summonses.

Key allegations cited by the Council include non-compliance with Section 42(4) of the Local Government System Law, which empowers the Council to summon persons to explain issues concerning council administration.

The Council also raised concerns over revenue management, council properties, and project execution under Section 45 of the same law.  Additionally, it warned that alleged violation of public service rules by engaging in partisan political activity could amount to serious misconduct under Rule 100402(g) of the Federal Public Service Rules.

NULGE, Staff Rally Behind Chairman Akintayo

The Council’s statement came in direct response to a press release on Wednesday, signed by the Head of Information Unit of the Local Government, Ikeoye Oyetoro, titled “Ibadan North-East Staff and NULGE Rally Support for Chairman Akintayo Amid Recent Developments in the Local Government.”

M

While the full text of the staff statement was not immediately available, the Council noted that similar recent actions by NULGE chapters in neighbouring Osun State show the union’s tendency to publicly defend elected local government chairmen facing removal or suspension.

“In Osun, for instance, NULGE rejected allegations that its members were involved in “illegal invasions” of council secretariats and called for calm and professionalism among local government employees.  The Ibadan North-East situation appears to follow a similar pattern, with workers mobilising behind the Chairman even as lawmakers insist the issue transcends loyalty or solidarity.”

Legal and Procedural Stalemate

The Legislative Council maintained that its recommendation for removal was strictly procedural and was forwarded to the Oyo State House of Assembly for final determination.

The Council cited Section 42(4) of the Oyo State Local Government System Law, 2001, as the legal basis for its oversight functions and summoned the Chairman to appear before it—a summons it alleges was ignored.

The Council also cautioned workers against conflating trade-union advocacy with participation in institutional disputes, warning that partisan political activity by public servants could amount to serious misconduct under public service rules.

The Oyo State House of Assembly is now expected to review the Council’s recommendation and determine whether the allegations warrant the removal of the Chairman , Akintayo, a decision that could set a significant precedent for local government oversight in the state.
